This project aims to independently evaluate the DfE-funded MEI programme of CPD for post-16 GCSE resit and Functional Skills teachers. It proposes to do this through a specific evaluation of the Teaching Functional Skills in Maths (TFSM) programme, alongside the development of case studies across the range of programmes within scope, and analysis of management information. The evaluation will seek to identify the success of the programme in terms of reach, satisfaction of participants, and learning, as well as any changes to practice as a result. It will also seek to establish any additional outcomes or impacts of the programme on participants, colleagues of participants, and learners. Through the evaluation of the specific programme, we will also identify any potential improvements or changes that could be made to increase the effectiveness and the impact of future programmes.
The CPD being evaluated is designed to support teachers of maths, both GCSE and Functional Skills, to young people aged 16-18. The Government’s Condition of Funding requires that all young people who do not achieve a Grade 4 at GCSE maths by 16 must continue to study maths until they achieve a Grade 4 at GCSE, or reach 18, whichever comes sooner. The CPD programme funded by DfE and delivered by MEI includes programmes for teachers of maths GCSE resits, for teachers of Functional Skills maths, and for leaders of maths. It also includes bursaries for individuals to attend the MEI conference, and a series of online modules on specific topics of maths known as a ‘CPD menu’. Our evaluation focuses on the programme for teachers of Functional Skills maths and develops case studies for those who have participated in more than one programme. The evaluation of the programme runs from March 2023 to March 2025.
