Housing+ is a new model for delivering an integrated and enhanced housing service to council housing customers in Sheffield. The overall aim of this evaluation was to explore whether, and how, the Housing+ service achieved improvements in health and wellbeing of council housing customers, in comparison to the previous service, and identify the associated direct and indirect costs.
The potential role of providers of social housing in reducing health inequalities and improving the wellbeing of tenants has led to a range of innovative and holistic interventions. This evaluation provided an opportunity to explore the extent to which changing the organisation and delivery of services to council tenants can have a cost-effective impact on the sustainability of tenancies and the health and wellbeing of tenants. The project involved:
- Stakeholder consultation and development of intervention logic model.
- Impact evaluation using administrative data, cross-sectional telephone survey of residents in pilot and control areas.
- Process evaluation, using key stakeholder interviews and a range of complementary qualitative methods.
- Economic appraisal.
