The aim of this study was to:

  • provide a mapping of the picture of community asset ownership in England; including a detailed mapping in five Local Authorities
  • survey assets in community ownership to gain a national level assessment of their financial health, the benefits that they provide to local communities and the challenges that they have faced
  • undertake an in-depth economic assessment of the viability of a number of community assets
  • identify the types of governance, fiscal and delivery challenges which community owners have overcome to ensure the assets viability
  • draw conclusions for policy interventions

The project team also includes Eliza Buckley and Mike Aiken (IVAR).
