A review of the Urban CLT Project

This study evaluated the support and funding offered by the Urban Community Land Trust (CLT) Fund. Managed by the National CLT Network, with funding from the Oak Foundation, the Fund provided small grants to emerging urban CLTs in England and Wales, along with opportunities for peer learning. The programme aimed to establish 20 demonstration CLTs in different urban contexts, to increase awareness of the role that CLTs can play in meeting the need for affordable housing, to increase community capacity within urban CLTs, and to increase the public profile of such models of housing supply.

The research offers a number of interesting findings relating to the value of flexible ‘start-up’ funding, and grants which cover general revenue costs (such as employing staff). The research also shows that for every £1 of grant awarded a further £17 was leveraged. In conclusion the study suggests the Fund has ‘played an important role in facilitating the growth of CLTs in cities around the country’.

The project team also included staff from the University of Sheffield, University of Birmingham and University of Liverpool.
